Estonian e-Residency: What It Is, What It Isn’t, and What You Actually Need to Start a Company

Estonian e-Residency is one of the more misunderstood programs in the world of international business. The concept is simple but the details matter — especially if you are planning to use it to register a company.

What Estonian e-Residency Actually Is

E-Residency is a digital identity issued by the Estonian government. It comes in the form of a smart ID card that allows you to authenticate yourself and sign documents digitally using Estonian infrastructure.

That is it. It is a digital identity, not a residency status, not a visa, and not a company.

What it enables in practice:

  • Registering and managing an Estonian OÜ entirely online
  • Signing contracts and documents digitally from anywhere in the world
  • Accessing Estonian e-services, including the Business Register and tax authority
  • Working with Estonian accounting, banking, and compliance platforms remotely

The program is administered by the Estonian Police and Border Guard Board. Approval typically takes three to eight weeks, after which your card is issued at an Estonian embassy or pickup point in your country.

What e-Residency Is Not

This is where most of the confusion sits.

E-Residency does not give you the right to live or work in Estonia or anywhere in the EU. It is not a visa, a residence permit, or a path to citizenship. It does not automatically open a bank account for you, and it does not by itself create any tax advantages.

It also does not register a company for you. E-Residency is the tool that allows you to complete the registration process digitally. The company still needs to be formed separately, and certain legal requirements must be met before it can be entered into the Business Register.

What You Need After e-Residency Approval

Before your OÜ can be registered, a valid Estonian business address must be in place. This is a legal requirement. Every Estonian company must have a registered address on file in the Business Register — a real Estonian address used for official correspondence with authorities.

For e-residents operating from abroad, this means using a licensed business address service in Estonia.

A contact person is legally required only if your company’s registered address is outside Estonia. If you use a licensed Estonian business address, that obligation does not apply in the same way. That said, having a licensed contact person in place gives your service provider direct access to the e-Business Register on your behalf — meaning registry filings, amendments, and official correspondence can be handled for you rather than by you.
