The total Estonian company formation cost depends on two things: the route you use and the ongoing services you need afterward. This page breaks down every fee so you know what to expect before you start.
State fee
Every OÜ registration requires a state fee of €265, paid directly to the Estonian Commercial Register. This applies regardless of which provider you use or whether you file the application yourself. Processing typically takes 1–5 business days.
Formation via e-Residency (online route)
If you have an Estonian e-Residency card, you can register a company online through the e-Business Register. The costs break down as follows:
State fee: €265 (paid to the Commercial Register)
Registered address: Required for every Estonian company. A registered business address in Tallinn with a licensed contact person and formation support is €320/year on our Standard plan. If you need priority support and additional services, the Premium plan is €520/year.
Share capital: The minimum share capital for an OÜ is €0.01. Most founders choose €1, €10, or €100. If you register with share capital below €2,500, the obligation remains on your balance sheet until it is paid in. No bank confirmation is required at registration — the capital contribution is declared by the founders.
Capture formation fee: There is no separate formation fee on our Standard or Premium plans. We prepare the documents and guide you through the e-Business Register submission. You pay only the state fee and your annual plan.
Total cost for most e-residents: €265 state fee + €320/year Standard plan = €585 in the first year. From year two onward, the cost is €320/year for address and contact person.
Formation without e-Residency (notary route)
If you do not have e-Residency, the company can be formed through an Estonian notary using a Power of Attorney. You sign the PoA before a notary in your home country, have it apostilled, and we handle everything else remotely. This route is common for founders from India, Turkey, the Middle East, Africa, and South America.
The notary route costs more because it involves additional steps:
Capture notary formation fee: From €1,000. This includes the state fee, Estonian notary fees, PoA preparation, formation documents, certified translations, and full coordination of the process. The final price depends on the number of founders, countries involved, and document complexity. The only cost outside this fee is the apostille and local notary fee in your home country for signing the PoA, which is typically €10–50.
State fee: €200
Notary fees in Estonia: €100–200 depending on the notary and the complexity of the formation.
Apostille and translations: Varies by country. An apostille typically costs €10–50 in most countries. Certified translations of the PoA and notarial certificate are required if the original is not in Estonian or English — translation costs range from €30–100 per document.
Total cost for the notary route: Typically €1,400–1,800 depending on country and structure. Multi-founder formations with founders in different countries cost more due to additional PoA documents and translations.
The notary route takes approximately 2 weeks from signing the PoA to receiving the registration decision.

What about the Company Launch Package?
If you are starting from scratch — no e-Residency yet, no company planned — the Company Launch Package at €499 covers e-Residency application guidance, company planning, document preparation, and formation once your card arrives. The first year of the Standard plan is included. State fees (€150 for e-Residency + €265 for registration) are paid separately.
The e-Residency application and approval process currently takes at least two months. We use that time to prepare your company documents in advance so that formation can be filed immediately when your card activates.
Total with the launch package: €499 + €415 in state fees = €914 to go from zero to a registered company with address, contact person, and first year of service included.
Ongoing annual costs
After formation, the recurring costs for maintaining an Estonian OÜ are:
Registered address: From €320/year (Standard plan) with a licensed contact person and ongoing support. The Premium plan at €520/year includes priority support and additional services.
Accounting: Required for every active company. Capture does not provide accounting directly but works with partner firms at a discounted rate. Monthly accounting for a low-activity company typically starts at €50–100/month depending on the provider and transaction volume.
Annual report: Every Estonian OÜ must file an annual report within six months of the financial year end. Accounting firms typically charge €75–250 for preparation, depending on complexity.
State fees for amendments: Changing a board member, company name, share capital, or address in the Business Register costs €18–25 per filing.
Why prices look different across providers
Some providers bundle everything — address, contact person, accounting, formation — into a single monthly subscription starting at €59–89/month. Others sell services separately. When comparing prices, check whether the quoted price includes accounting (the largest ongoing cost) or just the address and contact person.
A provider quoting €59/month with accounting included is not comparable to one quoting €320/year for an address and contact person. They are different products covering different scopes.
